What is UPL and what does the UPLC do

The speaker will discuss what the “unauthorized practice of law,“ or “UPL,” is in Texas and how it harms the public.  The Texas Supreme Court’s Unauthorized Practice of Law Committee investigates and litigates complaints of UPL in state courts across Texas.  The speaker will discuss the history of the UPL Committee and how it carries out its statutory duty to eliminate UPL in Texas.

Leland de la Garza is the current Vice-Chairman of the UPL Committee and a past Chairman of the UPL Committee.  Mr. de la Garza is a frequent writer and speaker on UPL issues.  Mr. de la Garza is a board-certified commercial litigator with the firm of Hallett & Perrin in Dallas, where he also serves as managing shareholder.  Mr. de la Garza attended SMU, receiving a Bachelor of Arts, a Bachelor of Business Administration, and a Juris Doctorate.
