TOPIC: Medicare and Medicaid Fraud and Compliance

SPEAKER: Matt Lawhon

Matthew (Matt) B. Lawhon's unique background in law enforcement and legal counsel delivers the necessary experience to help healthcare clients navigate the heavily regulated environment in which they operate. For over a decade, Mr. Lawhon investigated healthcare fraud and abuse - first as a Senior Investigator for the Medicare Benefits Integrity Contractor in Texas (now referred to as a UPIC) and then as a Criminal Investigator for the Texas Attorney General's Medicaid Fraud Control Unit (MFCU). During the course of his career, Mr. Lawhon investigated hundreds of fraud and abuse cases at both the state and federal level. He also frequently assisted in the development of cases by the Medicare Fraud Strike Force, and his success in these investigations resulted in recognition by both Health and Human Services Office of Inspector General (OIG) and the Federal Bureau of Investigation (FBI). An accomplished healthcare investigator, Mr. Lawhon has developed distinct insight into techniques utilized by agencies that have regulatory or investigative authority over healthcare providers, such as ZPICs/UPICs,RACs, MACs, HHS-OIG, FBI, MFCU, Single-State Agencies, and State Medical Boards. Mr. Lawhon also has in-depth knowledge of the major healthcare laws governing healthcare delivery practices, e.g., Anti-Kickback, Stark, the False Claims Act, and the Sunshine Act. As an attorney, he has used this valuable knowledge to counsel pharmacies, laboratories, chiropractors, physician groups, home health agencies, and other healthcare providers. Mr. Lawhon works to obtain the best possible outcomes for clients, while advising them on a spectrum of matters related to delivery of healthcare services, including regulatory compliance, payor audits, and risk assessment. Prior to becoming an attorney and his career in healthcare, Mr. Lawhon worked as a police officer with the Dallas Police Department, where he was assigned to the Central Patrol Division and served the citizens of East and South Dallas.
